THE PROCESS OF TRANSITION TO DISTANCE EDUCATION IN HIGHER EDUCATION IN THE REPUBLIC PERIOD
CUMHURİYET DÖNEMİNDE YÜKSEKÖĞRETİMDE UZAKTAN EĞİTİME GEÇİŞ SÜRECİ (1923-1982)

Cumhuriyet’in kuruluş yıllarında halkın eğitim seviyesini yükseltmek gayesiyle bazı kararlar hızla yürürlüğe koyuldu ve bir süre sonra semeresini vermeye başladı. Fakat yükseköğretimde arzulanan başarı henüz kaydedilememişti. Yeterli sayıda eğitim kurumunun olmayışı meselenin çözümünü zorlaştıran en büyük etkendi. Bu maksatla Avrupa ülkelerinde uygulandığı gibi yükseköğretimde uzaktan eğitim sürecinin başlatılmasına karar verildi. Uzaktan eğitim hususunu Cumhuriyet devrinde dile getiren ilk kişi dönemin Milli Eğitim Bakanı Mustafa Necati Bey oldu. Bununla birlikte Mustafa Necati Bey’in vekâletinden ancak yıllar sonra bu konuda somut adımlar atılabildi ve hazırlanan uzaktan eğitim programları yükseköğretim kapısında bekleyen milyonlarca gence sunuldu. Bu makalede Cumhuriyet’in ilanından sonra Mustafa Necati Bey’in ilk ifadesi başlangıç kabul edilerek, Anadolu Üniversitesi Açıköğretim Fakültesi’nin kuruluşuna kadar geçen dönemde yükseköğretimde uzaktan eğitime geçiş süreci ele alındı. Öğrencilerin ve eğitimcilerin yaşadığı problemler, uzaktan eğitim kurumları, kurumların işleyişi gibi meseleler TBMM zabıtları, dönem basını ve ilgili literatür ele alınarak açıklanmaya çalışıldı.

At the beginning of the foundation of Turkish Republic, some efforts were applied in order to improve the level of education, and as a result of this, it started to prosper. However, the desired success in higher education could not be achievedfully yet. The lack of sufficient number of educational institutions was the biggest factor that made the solution of the issue challenging. For this purpose, it was decided to start the distance education process in higher education as it was practiced in European countries.The first person to voice the issue of distance education in the Republican era was the Minister of National Education, Mustafa Necati Bey. However, after many years, Mustafa Necati Bey's power of attorney, concretesteps could be taken in this regard. Distance education programs, which were prepared quickly, were offered to millions of young people who dreamt of having a higher education. In this article, the first statement of Mustafa Necati Bey after the proclamation Republic was accepted as the beginning. The process of transition to distance education in higher education was discussed until the establishment of Anadolu University Open Education Faculty. At this stage, issue such as the problems experienced by students and educators, distance education institutions and the functioning of institutions were tried to be explained by considering the minutes of the Grand National Assembly of Turkey, the press of the period and there levant literature.
