THE GOVERNORSHIP OF CEVDET PAHSA IN SYRIA (FEBRUARY-NOVEMBER 1878)

Cevdet Paşa Doksanüç harbi akabinde çok kritik bir dönemde Suriye va-liliğine tayin edildi ve Kasım 1878'e kadar bu görevde kaldı. Makale, Paşa'-nın bu güne kadar ciddî bir araştırmaya konu teşkil etmemiş olan bu görev süresindeki gelişmeleri incelemektedir. Tayinin gerçekleştiği dönemde Suriye'-nin genel şartları belirtildikten sonra vilâyetin giderek artan öneminin temel sebepleri üzerinde durulmaktadır. Sonra, Cevdet Paşa'nın hangi şartlarda ve ne tür saiklerle tayin edildiği tespit edilmekte, ardından Suriye'de ciddî an-lamda meşgul olmak zorunda olduğu problemler ele alınmaktadır. Bu arada beklenmedik bir şekilde Kozan'a görevlendirilmesi ve Suriye'ye dönerken görevden alınışına sebebiyet veren gelişmeler makalenin son bölümünde ele alınan konulardır.

Cevdet Pasha was appointed as governor of the province of Syria at a crucial time just after the disastorous war with Russia in 1877-78 and remained in that office until November 1878. This article is an attempt to shed some light on his governorship in Syria. It starts with a short description of the province of Syria in 1878 and then discusses its groving importance for the Ottoman state from political as well as religious viewpoints. The following section explains the conditions in which Cevdet Pasha's appointment took place, major problems he confronted in Syria such as the ones created by thousands of refugees coming from the Balkans and the Caucasus after the war and fightings in the Havran region. His mission to Kozan and the developments that led to his dissmissal from the province while on his way back to Syria are also discussed in detail.
