1843 ASKERİ TENSİKATIYLA “ÇOKLU ORDU SİSTEMİ”NE GEÇİŞTE REDİFLERİN İNTİBAKI VE NEFER TEDARİKİNDE YAŞANAN SORUNLAR

Bu alanda II. Mahmud döneminde mühim reformlar yapılsa da askeri dönüşüm, Abdülmecid ve sonrasında önemli bir mesafe almıştır. 1843 askeri tensikat kanunu ile birlikte çoklu ordu sistemi ihdas edilmiş, imparatorluk toprakları beş parça olarak düşünülmüş ve her bölgeye birer ordu yerleştirilmişti.

Tanzimat Fermanı’nda işlenmişti. Bu alanda II. Mahmud döneminde

mühim reformlar yapılsa da askeri dönüşüm, Abdülmecid ve sonrasında

önemli bir mesafe almıştır. 1843 askeri tensikat kanunu ile birlikte çoklu

ordu sistemi ihdas edilmiş, imparatorluk toprakları beş parça olarak

düşünülmüş ve her bölgeye birer ordu yerleştirilmişti. Hassa, Dersaadet,

Rumeli, Anadolu ve Arabistan olarak isimlendirilen bu ordular,

merkezileşen devletin en önemli göstergeleri olmuştur. Bu makalede,

1843’teki Osmanlı askeri düzenlemesinin ayrıntıları, orduların oluşum

süre.leri, yedek niteliğindeki rediflerin asıl asker hüviyetinde nizamiyeye

intibakları meselesi, nüfus sayımı ve kur’a gibi faaliyetlerin hayata

geçirilmesi mevzuları incelenmiş, ordumefhumunun Tanzimat

ıslahatlarını uygulamada en önemli enstrüman haline gelmesi

vurgulanmıştır. 1869 tensikatının konu dışında bırakıldığı bu çalışmada,

orduların nefer temin etme işine odaklanılmış, merkezin aldığı kararların

taşradaki akisleri ve bilhassa zorunlu askerliği tahkim etme çabaları ele

alınmıştır.

Abstract
In paralel with the evil trend of the state, the need of modern army increased and the "soldier" material was processed Imperial Edict Of Gulhane (Tanzimat Fermanı) in 1839. Although this area underwent important reforms during the Mahmud II period, the military transformation took an important distance during the reign of Abdulmecid and afterwards. With the 1843 military regulation, a multi-army system was created, the Ottoman Empire’s lands were thought of as five parts and an army was placed in each region. These armies which are called as Hassa, Dersaadet, Rumeli, Anadolu and Arabistan are the most important indications of the centralized state. In this article, the details of the Ottoman military regulation in 1843, the process of formation of the armies, the adaptation of the basic positions of the “redifs” in the reserve position, census and “kur’a” have been investigated, and it is emphasized that the “army” concept became the most important instrument in implementing Tanzimat reforms. This work in which the 1869 regulation was excluded focuses on the task of recruiting soldiers of the armies and the decisions taken by the center to deal with the echoes of the provinces and especially the efforts to fortify the compulsory military service.
